Is this a case of treatable phimosis?

I've injured the foreskin of my penis during masterbation and it has healed in such a way that my dickhead isn't able to breathe freely anymore and does not come out anymore. The foreskin remains tight. Is this treatable without circumcision or is that the only approach that will work?
