My daughter is 09 days old and I feed her Brest milk but still it seems like her stomach is not full and requires extra cow milk to fulfil her requirement.

No, now it is not the right time.
First few weeks are very difficult.
Continue your efforts of breastfeeding. Take help if finding difficulties in Breastfeeding.
Do weight check up once a week. If the child is gaining weight ie 150 to 200gm in a week, than no need of top feeds.
Also, if the child is passing urine 6 to 8 times a day, then it is alright to wait.
If you shift to top feeds too early, then breastmilk will dry up and then there will be no solution for that so better continue your efforts for atleast 2 weeks and do take help to correct the problems if any.
