I am 20 and penis foreskin dsnt retract

I still have balooning and penis bloats up while urinating and also when erect my foreskins doesn't retract. I have no pain or any soreness i wanted to know if this is normal ?

This could be phimosis. Actually the foreskin needs to be retracted completely. The tip Should not balloon out during urination. The other problem is secretion like smegma can collect in between skin and penis and can cause infection. You can consult a urologist who can examine and confirm the diagnosis and treat accordingly.
