Hourglass deformity on the base of penis

Asked for Male, 20 Years

I am having hard time understanding whether it's a peyronie's disease of hourglass deformity or not. The base of my penis is thinner than the upper part, whenever I push the base skin a little bit more Inside the more I can see my penis thinning. There is no pain in general but only while pushing the base to it's extent.
