Have Phimosis and frenulum breve

Which circumcision style is best and frenuloplasty is better than frenectomy for frenulum breve? I have tried stretching and everything but i still have tight foreskin and pain in frenulum during sex, my anatomy of penis is i m grower and penis when erect goes to 6.4 to 6.8 inches and have really lot of foreskin when flacid
