Hair doesn't grow and small pain

A small portion in left side of my head doesn't grow hair as properly. But there is no hair fall from these area. It's looks like a cutted hair portion. I didn't pay attention to this, but 2 days before I feel severe pain in this area. And now I feel a small pain and irritation in left side of my head and left ear and it's above portion. What is the Reasonfor this??
