Hi,
This could be Balanitis. Inflammation on head of penis or can be balanoposthitis along with foreskin.
Commonly due to fungal infections, caused due to diabetes. Diabetic patient’s Urine contains sugar, due to which fungal infection occurs. If it’s recurrent better to proceed for circumcision.

Clean penis and foreskin with 1:1000ppm KMnO4 with water. Remember smallest particle of KMnO4 is enough to be dissolved in a cup of water, and clean penis with cotton or cotton buds dipped in solution. Repeat this 3 times a day.
