A day before i.e. on Thursday my car was parked outside my office where I have seen small dog or monkey  lying dead and decomposing near the car and dead animal was smelling very bad and flys are all over it and may be on car also. Tomorrow on Friday at least after 24 hours I touched handles and smoked Cigarette without washing hand. Does it is a concern for rabies infection?

No it's Not leads to rabies because for rabies direct contact of virus with your blood is required. I hope your hand do not have any cut or active wound. But I would advise to maintain proper hygiene and quit smoking
