Fungus skin issue on foreskin

Asked for Male, 27 Years

Asked for Male, 28 Years I can see some whitish and reddish fungus sort of thing on my foreskin. It keeps coming and going for the past one year. It becomes neutral if I apply any moisturizer or general purpose cream on it but comes back and starts itching and sometimes a bit painful too usually after masturbation and/or sex. I have been taking care of my hygiene very well.. What is the exact issue and permanent solution.. Possible any dermatologies from gurgaon so i can visit too if required
