In my opinion u must go for physiotherapy sessions so that the shoulder gets mobilised slowly and steadily... one important thing want to know wether ur mom is suffering from diabetes if not kindly do go for a blood test known as hba1c...to know wether she is suffering from diabetes or not.. as in diabetic cases frozen shoulder is very common and takes time as well...there is no need of surgery...get well soon take care
Next Steps
Visit a Orthopedics and after that start doing physiotherapy
Health Tips
Do not lie on affected side Hot fermentation is a must 2 to 3 times a day one time before going to bed is a must In excessive pain take tab. Ultracet sos U can take before going to bed to avoid pain at night

Hello there......well there could be many causes for shoulder pain and restricted shoulder movements....it can be as simple as a tendinitis or can be complex systemic problem...hence physical diagnosis of the patient becomes necessary..also as you mentioned that your mother did undergo arthroscopic repair for other shoulder for somewhat same problem so even this problem needs attention.
Next Steps
An MRI of the concerned shoulder is a must. also do routine blood tests along with sr calcium,sr uric acid,VIT D,B12 and RA factor.
Health Tips
Visit to a Orthopaedic Surgeon along with a Musculoskeletal Physio is recommended. do resort back with any furthur queries Regards & take care.

As per my point of view your mother is suffering from frozen shoulder first do blood test and check diabetes because if your mom have diabetes then frozen shoulder is very common Go and take physiotherapy for both the shoulder and do regular exe.
Next Steps
apply ice don't avoid any movement as possible use both the shoulder so it will not become more stiff if she has more pain during exe then take ultracet medition
