Foreskin not covering glans. Query here!

Hi Doctor, yesterday i posted a query here regarding discomfort i am facing due to exposed glans some of you asked questions i am replying here- i am not circumcised, i am facing this issue since puberty changes but earlier thought this as natural so didn't focused on it but now got to know that foreskin should cover glans in flaccid case . Also i didn't knew to clean smegma which was deposited from so many years there but cleaned it properly after getting knowledge few months ago. When i am trying to retract my foreskin as much as i can i found my outermost foreskin tip sticking with the shaft skin. I live in a small town. Can any of you can connect with me and see my problem and suggest some solutions. Or if any of you have clinic in Varanasi or prayagraj which is major city near my hometown i can visit there? I am very much confused as i checked on internet somewhere my symptoms are written as phimosis/ paraphimosis/ balanitis / foreskin adhesion don't know what it is in real.
