It could be Nyctophobia (fear of dark or night). This definitely needs attention. Discuss the fear. Listen carefully to your child, without playing into their fears, to see if you can identify a trigger. And once you found the reason you might know what to do. If she suddenly developed this fear then it's the right time to concentrate on this.

Hi Your daughter screams at night when no light is turned on and when the light is on she become normal. It is important to know how long has it been since you have noticed that your daughter screams when the light is on. To feel better your daughter can seek professional help from a psychologist. More information is required in order to know the reason for your daughter to feel uncomfortable in darkness. I understand you are worried about your daughter, try to be calm. Your daughter will require counselling sessions.

Hi... This can be a general fear of darkness, many people don't feel comfortable in dark. And there is a possibility of some underlying condition. Please consult a Psychologist for better insights, advice, and treatment. One thing I find strange, the ages mentioned on your query. How can a 31 year old woman has a 20 year old daughter. I suppose there is some mistake.
Next Steps
Consult a Psychologist. CBT along Interpersonal Guidance and Counselling is required.
