Face hyperpigment. Please help.

Dark skin,over  Oily face , already genetically I have a allergy of termaric alovera,  I concerned with dermatologist he advised biluma creams and cindamycin phosphate gel.  But it was not much better there is no improvement. now I feel like a hard skin in face dark mask over the face, I could not feel comfortable about my facial skin, sometimes I tried acnezac like oily free soap two days it better after it form like a blister acnes like pimples ,because of over oily Cebum secretion I thought, because my neck and hand skin colour are much better than face it's so hard please given a prescription and advices with out steroids  creams, and how to care my face I want to retain my original face colour, please help... 😊
