Excess hair in belly causes itching

I'm writing on behalf of my fiancé. She shaved her belly hair during school days and now it is growing thick and dark, rapidly, which is making her uneasy and itchy. Please let us know any solution for this without giving any harm to the belly. Thanks in advance.
