Dry, chapped, Sticky lips

Asked for Male, 24 Years

My lips are dry, chapped and sticky throughout the year. I have got sick of these lips. Some of the times they are very dry and cause pain. And they are ALWAYS sticky and cause me annoyance and trouble while speaking. Photos are attached herein. PLEASE HELP.
