Dry acne prone skin?

Asked for Female, 14 Years

I am pretty sure I have dry skin. When I wash it, it is dry. At the same time I have acne on my cheeks. I do touch my face quite often, and my water intake is not the best, but I think it is partly because the skin overcompensates for its dryness which gives my acne. I was using products that dried my skin out but I have stopped. Can you tell me what the problem is, and some drugstore products for it? Thanks
