Powders are not a very good option for diper rash. Plz use coconut oil or some diper rash cream. No eyedrops r required if there is no redness or swelling of eyes. Continuous watering from eyes of newborn might b due to lacrimal duct blockage.

Next Steps

For Rash u can use above remedies n avoid dipers for few days. For Watering of eyes u might need to learn some exercise which can help in most cases.
