My cousin has been diagnosed with a genetic hereditary disorder and the doctors have given him only 4-5 years. he is 32 years old and desperately needs some counseling. do we need to consult with a psychologist?or psychiatrist? or a grief counselor? please help

I am sorry to hear about your cousin. It is the duty of the diagnosing doctor to counsel and refer to a psychiatrist for further management.  Please talk to the geneticist who will have resources for referral.
