Depression and less development

Asked for Male, 15 Years

My brother is 15 yrs old. but his maturity level is very low due to uncertain situations in family. as i had examined him he is very clever but totally immatured at his age. Also my stepmother doesn't behave good with him. She is so much rude and angree with him always. i need to consult with doctor for y brother without telling my parents
