Hello,
If your father, 65, has only 7 teeth functioning, he needs to replace the missing teeth. ( for chewing, proper speech and aesthetics)
Dental implants can be considered only after evaluating the CBCT (scan) of the patient. Removable denture may be another option.
Cost of implants and treatment vary, depending on the experience of the doctor, and other factors. Implants, if properly done, can be VERY successful, in my experience.
As with most other things, you get only what you pay for, in dentistry too, generally. So it is always better to seek the best , skilled dentist than the cheapest treatment.
Hope this helps.

Next Steps
Consult an experienced implantologist for evaluation.
Health Tips
Delay will cause more bone loss, so better to consult early.
There is no actual cost price for the comfort and quality of life that you give your dad by giving him implants. Cost aside take the best possible consultation.
Find the best services offered and the success depends on various factors including the patient condition and doctors procedures/skill.
Next Steps
A Cbct to assess and plan the procedure will be needed.
Health Tips
Sometimes the results may be less than optimal even in best of hands. But experienced surgeons and implantologists can warn you earlier if there are possibilities.
