Dead cells on fourhead armpit and neck

Asked for Male, 26 Years

I am suffering from dead cells on my fourhead since 6 to 8 month and my skin look dark and dull. Dead cells situated also in my armpits and neck region so my armpits and neck look very ugly and black. What should I do please suggest. What is the reason for dead cells and how long time takes to cure.
