Dark Upper Lips and Half Lower Dark Lips

Hi, This's Nadeem, I have been suffering from Dark lips from quite long and significant problem is my Upper Lips is Dark, But my lower Lip is halfway dark and halfway pink. It's embarrassing to face people. My Lip skin gets peel every 3rd Day. Irrespective of applying any lotion. I have been suffering from this since I was in 6th standard. Never consulted a Doctor. I had a visit to a Dermatologist who had some peel. Which hardly showed any result. I want to have a laser treatment done for my lips. Please help🙏
