DARK ITCHY SPOTS

I am getting dark itching spots like this,and it dries the skin also in surrounding to it,and it itches,my doctor has given clobetesol ointment to it but it reappears again and again on same place, sometimes on different places,is this curable??.. please say if it's curable or not,and also please say precautions and even any soap for it please
