  4. Dark formations on skin. Be malicious?

Dark formations on skin
My father has developed dark pigmented formations on skin - back, shoulder blade and left arm. There was 1 on his shoulder blade for years but 3 new ones have come up now. Can these be malicious? Pics attached.
