Dark circle and dark neck

Helo doctor , My neck is dark and have dark circles when I consulted doctor he suggested me to take vitamin c tablet but in my daily routine I take more vitamin c foods bt still I have that issue..n I'm not overweighted too..please let me know the solution for the above issue.
