Cut and tightness of penile skin

Asked for Male, 26 Years

From past 3 days a tight ring of skin is. Formed making me hard to pull my foreskin back. Also around the tight skin I have noticed there's a small cut and a clot like spot, the cut seems to on some nerve like structure. What could be the cause ?. Should I apply anything on it ? Any precautions ? Can it heal by itself ?
