Constatnt thickening of skin under foot

Actually my husband is previously experienced with diabates upto 450 now we controlled it and seems to be in boarder. now he is constantly thickening of skin under the foot and its paining lots. once we minorly operated it again is spreading like pimples near the areas and its hurting him alot. whether its danger?
