Constant rashes for months

Asked for Male, 25 Years

Hello! I've got some rashes on my elbows and knees. It's been three years that i have these rashes. But, these rashes just shows the first day i go to Germany, and stay by me all the time i'm there. When i get back home they disappear at the first day. Can you please tell me where os the problem and how can i treat them. Thank you.
