Yes,it`s a tooth decay which can be treated only by filling. Tooth decay is an irreversible process, that is once initiated won`t go away by brushing. You need to get those teeth restored. Though brushing twice daily would prevent the inititation of a decay at the first place.
Next Steps
Visit a local dentist and get it Physically evaluated followed by treatment required,as soon as possible.

Yes your child has tooth decay . Sometimes even after brushing tooth decay takes place , because most of the times children don't brush their teeth 2 times a day , also they are unable to brush their teeth effectively leaving food particles stuck over teeth especially the teeth present at the back called as posterior/molar teeth. As far as I can see , the rest of the teeth of your child are in a good condition. So keep it up Keep taking good care of your child's teeth and mouth and do visit to get the treatment for this decayed tooth so that it can be saved from further damage.
Next Steps
you should take the child to a dentist and get the treatment done and further maintain good oral hygiene of the child by brushing twice a day and rinsing mouth after meals
