Your symptoms suggest allergic rhinitis / sinus sensitivity, likely triggered by cold water, sudden temperature change, humidity, or bathroom allergens (dust/mold). Cetirizine gives only temporary relief because the trigger is still present.please consult me on practo for further management and evaluation.

Yes what you are having is a very common problem. Normally in our throat there is a layer of Mucous which covers the throat and insides of the nose(pharynx). The role of this mucois layer is to trap viruses and prevent them from infecting the lining of the throart(mucosa/epithelium). When we are in a dry enviroment like winter or summers there is no humidity and this mucous layer drues up leading to small infections from these common flu virues. Or in your case a shower create an enviroment they dry out
Next Steps
You must take precaution for this drying out mechanism...you can take steam in dry season or take showers with warm water in winters. you can also suck on losenges (any kind even candy) to keep tge throat moist. An N95 mask while going out to prevent from pollution/heat/cold related drying if nasal mucosa will also help.
Health Tips
If the problem is extremely bothersome an Annual Flu Vaccination is vaialble in India this can also be taken but it is mostly advised for people who have diabetes or are over 60 years
