Chest pain radiating towards shoulder.

Left sided chest pain radiating towards arm and scapular region.Pain is continuos but the intensity of pain decreses and increases.Even there is neck stiffness and pain.As the pain increases there is redness across thoracic and arm region.There is small swelling and severe pain in the vein Of left forearm near wrist joint.Sometimes I feel dizziness when I use to stand from sitting posture.Tightness across chest and heaviness alopng left region.I had the same problem time to time but this time pain is severe and it has been 3 days but I am getting ok.I had the same problem before somewhat 8-10 times before.I have gone through ECG several times that only depicts sinus trachycardia but I have gone through ECG that time when there is no pain.One ECG report says delay in interventricular impulse.
