If you already have accumulated tartar or as we may call it plaque and calculus, then no that cannot be removed with rigorous or over enthusiastic brushing or flossing in that case. Daily brushing is undoubtedly required for healthy teeth and gums.

Nope. Tartar production can't be stopped. Once they are formed they cannot be removed by brushing. If you try hard brushing you may injure your gums but tartar won't go.  Best treatment will be dental cleaning. And after dental cleaning simple brushing twice and maintaining oral hygiene will prevent formation of new tartar
