Yes, an oral surgeon can diagnose an oral cancer by physically examining it and by taking xrays. But that is the provisional diagnosis. The final diagnosis can be made only after taking the biopsy.

Both can do their job well but diagnostics tools like scans and biopsy and blood investigations are a must. If doctors could just tell all the diseases by just looking at it then so many diagnostic tools research won't have happened since years.
As per experience they may even tell you the disease but confirmation should be done by diagnostic tools and doctor together.
