Bumps and Rashing of/on mens genital

Asked for Male, 22 Years

Have cleaned 'it' with water with the hand, before I did cleaned up my hands with liquid hand wash. Now have bumps and lumps and rashes around 'it'. Please help, what to do? I think it's due to that hand wash, it got allergic...
