Booster Dose Day 0 and Day required ?
My cousin completed his Last 4th anti Rabies vaccine on 15th February 2022 from government hospital schedule was Day 0 3 7 28 intradermal 4 dose and today on 7th March 2022 a street dog scratch him with nails with minor little bit blood comes out no wound so should he have to take booster dose Day 0 and Day 3 Arv ?

No you don't need to take ARV. Clean the wound with soap and water. Take TT if not taken Last time if taken then no need to take.
