Black Skin substance comes of testicles

Asked for Male, 21 Years

The skin of my testicles has became little darker and everyday when I wash it with water during batch and rub it BLACK COLOURED Skin like substance gets out of it everyday. I don't know how It gets gathered there but BLACK COLOURED Skin gets out everyday when I rub it. Please let me know the problem and give a solution to this.
