Black dots from past one year

Asked for Male, 28 Years

Hi sir, On my body i have black dots from past one year. I have applied many creams but it is not going. The dots are speeding and the dots are coming exactly opposite side for Eg : if i have mark on right hand and an another one same place on left hand. I have constant doctor also and we did skin by apps also. The result is attached. Could you please suggest me what is the problem. Is this due to some medicine reaction or something else. I am completely under depression.
