Black colour on pennis shaft

Asked for Male, 28 Years

Sir,Actually black spots on my pennis shaft.These are not itchy.I consulted doctor .He told me it is contact dermititis.He gave some medicine ointment(Hydrocortisone),tablet-levocet 5mg.But that black still there.Is it a serious problem.
