Apple cider vinegar is acidic .. hard water for tap is alkaline.. hair prefare acidic pH so if you rins at end with diluted ACV in water it help to keep hair free from freez so less tangle less pull less hair loss.
In your case problem is internat vitamin deficiency and thyroid (hormonal imbalance) so ACV is less effective.. though you can try it.
