It seems you have allergy issues so better you should wear mask when you go out in dusty weather and you should apply Vaseline inside your nostrils which prevent dust and allergens go inside your nose and will not trigger sneezing

Probably this is allergic rhinitis you should take preventive measures like wear mask once you go out and try to avoid allergens. If your symptoms are affecting ur daily life u can start with antihistaminic with steroid nasal spray Nezact Az or azeflo ft nasal spray with steam inhalation twice a day and get ur serum vitamin D levels checked, sometimes if we correct low levels of vitamin D allergic symptoms gets supressed
