Since it is rainy season its very cold outside and i make my baby wear woolen cap the whole day. Someone told me not to put woolen caps during night time. Is it not safe to use woolen cap for 3 month baby during night and day when its very chilly outside???

Soft woolen caps are fine. Make sure to wash them regularly. Also when baby is sleeping with caps irrespective of woollen or cotton, you have to keep an eye , so they don't cover baby's face and nose to avoid suffocation. The baby shouldn't get too warm as well.keep checking for sweating and temperature.
