Please ask this question to the United States Health Department and
World Health Organization.
In India we follow WHO Guidelines, as forwarded by the Union Health Ministry
Just remember that you and your friends can go to USA but you can't beat the members of United States Health Services or the members of WHO.
YOU have that privilege only against Indian Doctors.
"May not be rabid" is not enough to decide against the vaccine.
Rabies has no cure.
So even if there is a remote possibility of contracting it, vaccination is done.

Again, the patient can refuse to follow doctors advice, it's his choice and right!
