Hello there , you can use both. But handwashing is needed after a longer time, don't keep on using hand sanitizer for a full day long.

Till the child is 37 weeks of gestational he is considered preterm ( so till 5 weeks of age). Sanitizer can be used but hand washing is preferred. Wait for your hand to dry after sanitizer as alcohol can damage the baby's skin.

Hand washing is always preferred. But sanitizer can be used in between when no contaminated object is touched in between. Still prefer washing in between some times

Handwashing is always important, if you are going out of home and coming back, wash your hands, if you are inside your house you can use sanitiser, sepsis needs to be prevented, you are going on the correct track.
