Phimosis is a condition in which a person is unable to pull back his foreskin either Partially or Completely.
I was going through the internet and found out many opinions on Phimosis and Its Surgery (Circumcision).

This condition can be phimosis or can be occurring due to dryness.
Either use coconut oil to gently massage the penis or Try to avoid this as it can lead to Paraphimosis, a medical emergency situation. You can search Google images for paraphimosis.
If it's due to dryness then using a lubrication like coconut oil will do the job for you.
