My baby girl is 9.5 months old with weight only 7 kgs, her birth weight was 2.9 kgs... is this normal? She is active and is growing with all proper milestones...what can be done in this case to increase her weight? Please suggest

Nothing to worry much just the feeding should be corrected, that is complimentary feeding should be done properly.Just don't depend on the milk and avoid bottle feeding.In feed add some ghee and oil it will be useful .
