She can go ahead with Ortho treatment. The picture posted is not clear. If the maxillary canines are deciduous canines, you need to take an OPG first to check the status of permanent canines. Sometimes, there is a delay in the eruption of permanent canines. So if the course of eruption of permanent canines is proper, you can get extraction of deciduous canines. If the permanent canines are already seen in the mouth, then orthodontist will check the space requirements and May suggest extraction of premolars. But not the canine.

It's a right age to see an Orthodontist as she can check if all the permanent teeth have erupted or there's still some time. Also, just looking at one pic, it would wrong on my part to make a decision for extraction ....a more thorough check up should be done. Most of the cases nowadays can be done without extraction.
Also, in extraction cases i would definitely not want my canines to be extracted for esthetic reason...if at all we do premolars.
