Vaginal lips itching

I have been having itchy outer labia since 3 years .. used betnovet c . it stopped ithing for a while but again it occur. i scratch it so hrad that sometimes cut occurs but itching is so very much that i cant resist from scratching.. plz help me with some permanent cure... i am so fed up with dis. even one labia has got its color changed . plz help me
