A young kid(8years)with a history of grossly decayed 54...the previous doctor done temporary fillings...and after one month came to our clinic with granulation tissue filled out the decayed part,easily bleeds when probing...what will be the treatment plan???

Take an X-ray, check the permanent teeth if it close to erupt (usually premolars  erupt in age of 12-13 but in some patients  it erupt early) in this situation  u can extract  the primary  teeth. If not go for pulpectomy and do core buildup and give a temporary  crown.
