Symptoms of hpv. Is this hpv?

I have skin coloured warts completely covering my scrotum and at the base of my penis. I haven't had a sexual encounter and these warts have been present and changing since 5 years now. I don't know what seems to be a problem. I am afraid to approach a doctor. Is this hpv? The warts are painless and I have no issues in sensation or urinating. Erection and all other functions seem normal as well. I wasn't so concerned about the hygenie of my groin before and hence had a few rashes in the inside of my thighs and hence ignored this problem too thinking it to be a skin issue. Im have been properly cleaning and taking care of my hygiene since the past year yet nothing seems to change. The warts are completely covering my scrotum at regular intervals and are prevalent on the base of my penis. The rest of my penis doesn't seem to show any warts. These don't feel like anything and are quite painless to touch. A few at the base of the penis used to hurt but even those are painless now. help me.
