It is gingivitis.
Please you can use
Betadin mouth gargle
twice daily....up to one week
.After one week you can go
for scalling procedure .

This picture is no clear..
Gum swelling could be due to gingivitis ( an infection of gums that needs scaling or teeth cleaning to be done)

"Gum swelling is your oral tissue crying out for help"
There could be several factors which needs to be checked. Like is it only swelling, or has bleeding while brushing, foul smell from mouth, etc.
